No. The last to still run on WinXP and Vista will be Thunderbird 52.x.x (52.9.0 ?) and Firefox 52.9.0 ESR (out on June 26).

53.0 and later including 60.0 requires Windows 7, 8 (8.1), 10.

Note that Thunderbird 52 is the last release to support Windows XP, Windows Server 2003, Windows Server 2003 R2, Windows 2008 and Windows Vista.
