Goose VPN does not let me send a mail.. I can receiver mail but not send unless i shut down VPN for a moment.

I should add that vpn and email don't sit comfortably together. In general, your email client doesn't know if you are using a vpn or your regular connection, so has no way of knowing which smtp server to use. You might be able to work around this if you can work with one email account for the vpn and another for the regular connection, but then you have to remember which connection you're using.
ISTR that users of Gmail have had problems too; when Gmail sees them changing between IP addresses it challenges them and forces a security check.

This is common where the ISP insists you connect to the internet using their service to send mail. The VPN does it's job and masks where you connected from, often showing a completely different country.
I suggest you ask your provider what setting to use to send mail when not connected from their network.
Even if i choose a VPN server from my own country i will not send. I think because of the smtp.
We see this all the time with various US and UK based ISP's. Which one are you using.
Clearly you did not get my last response. While the VPN often exists in another country. Often used to avoid geo blocking of content. Choosing your own country will not "fool" you ISP into thinking your are connected from their service. The whole Idea of a VPN is to mask that information.

I take it that kpnplanet is both your ISP and your email provider. As Matt has explained, it is likely that their smtp server will not accept connections from outside the kpnplanet network. This is a common restriction with ISP-provided email services. And one of the reasons to use a vpn is to mask your location, thereby removing your entitlement to use the kpnplanet smtp server.
What's your motivation for using a vpn? Sending messages via your regular email service seems not a good way to achieve anonymity. If you want the vpn for technical reasons such as sidestepping limitations set by a firewall, I think you need to find another email provider who offers an authenticating smtp server. Google, yahoo, AOL, outlook etc. would all be useful in this respect, though I am sure there will be others not so tainted by the data harvesting practices of these big names.
