Why won't FF v.56 stop updating despite my best efforts to stop it?

In order for our checkin kiosks to work, FF has to be on v.56 but even if I set it not to, it still downloads the update and repeatedly prompts for it. I can't put it out for the general public to use because inevitably, someone will update it and it will break the whole system.

1. I have downloaded v.56. 2. I specifically said "Do not update" and closed the browser to save the settings. 3. It ran fine Day 1, the next morning it gave me a Windows UAC to make changes and started updating. 4. Deleted FF and all its folders, rebooted and reinstalled a clean v.56 from USB. Settings saved. 5. Day 3, Windows UAC prompt\, denied the request. Opened FF and a little bubble said it was downloading the update. Now it is continually asking me to update. 6. Emptied the Update folder in Program Files, still prompting.

Help? I can't deploy these devices until I have a suitable fix. Thanks for the help!
