3-bar menu => Options => Content

Under 'Pop-ups' :   uncheck   'Block pop-up windows'

Didn't see "content" as a choice.

Type about:preferences#content<enter> in the address bar Under Content turn on Block pop-up windows. To its right, press Exceptions. List any sites that you do not want pop-ups to be blocked.

In the left panel, you should see :
Privacy Search Content Applications Privacy Security Sync Advanced

You should see a special icon on the location/address bar or see a notification bar when a pop-up is blocked. You can click this icon to see what is blocked and you should also have to choice to allow these blocked pop-ups.
