Why can't Thunderbird in Win 10 find my isp's smtp server

I have been using T-Bird on win 7 without any problems. I now have a laptop running win 10. T-Bird in win 10 cannot find my isp's smtp server. I can receive mail, but cannot send because my isp won't relay and T-Bird in win 10 cannot find the smtp server. Settings are identical in both installations of T-Bird. I'm running T-Bird version 52.1.1 32 bit and Windows 10 pro. Workarounds? T-Bird software fix soon? Anything? Thanks. JD Wells (saltwaterjones)

Can you explain 'cannot find my isp's smtp server' in more detail? What does that mean?
