The File -> New -> Address Book is not there in 45.6.0. If it is I can't find it...

Open the address book window Press F10 to make the Menu bar show. Use the view menu to turn on your missing toolbars. Now use File-New

You'll need to do this within the Address Book window.

Don't see it. In the "address book window" there is "New Contact" and "New List" but no "New Book." More information is needed. Thanks Bob

The File menu is on the menu bar. Every window has a menu bar. The menu bar may be shown or hidden. The alt key or F10 has revealed hidden menu bars since the beginning of Windows.
