Thunderbird never finishes attaching files when attempting to send email

On several occasions I've tried to send email from Thunderbird using a POP server with more than one relatively small attachments, usually pdf files. Total size of four attachments in the most recent attempt is ~1.5 MB. Thunderbird says, "attaching" but never finishes, and the note doesn't get sent. What's causing it, and how do I fix it? Any suggestions would be welcome.
