How can I get the smtp server to NOT time out?

I can receive email at the problem account, but I cannot send it. I get the message, "...connection to Outgoing server(SMTP) smtp.hughes.net timed out. Try again."

Usually it is as simple as stopping your anti virus from scanning outgoing mail.
