Am trying to add a new password to a new installation of Thunderbird 38, but it doesn't ask for one. I went to Tools > Options > Security > Passwords then Saved passwords, where none was listed. How do I enter a new password given these circumstances?

Thunderbird will prompt you for the password when it's needed, e.g. when running the new account wizard.

Thanks for your feedback. Unfortunately, tb doesn't/hasn't asked, which is why I first attempted to delete any existing passwords. Do you know of a way to "force" tb to ask?

When Thunderbird does not prompt you for a password the most likely reason is that it cannot connect to the server. I.e. you don't even get to the point to supply a password, because something goes wrong before. So you'll need to fix the underlying problem first. Unfortunately you provided no further details to your problem.
