receiving e-mail on pop.verizon.net port 995 works very well. Cannot send mail using smtp.verizon.net. port 587 times out almost immediately, port 465 takes much longer

Westell Model 6100 - has worked in the past with no problems.

it is your modem... Comcast blocked the ports they subsequently decided to use for mail in that model modem. Give then a call. They can unblock the ports remotely and then things should work as advertised.
