Go to your email provider's website and find out what the settings are supposed to be.

Go to Tools|Account Settings. Scroll down to the last entry in the list of accounts, "Outgoing Server (SMTP)". Select this, select your mail provider's SMTP server, and review the settings. If there is a disparity, click Edit and amend it as required.

I have this same problem. If I take my login config and use it with the same T-Bird v38 on a W7 machine I login without problem. On XP it appears that the server refuses the connection. Is there a logfile that I can examine to see the communication interaction?
