Click to play plugins autoplay always, no matter the setting.

It does not matter what I change the value to in about:config for plugins.click_to_play they will always autoplay. I'm honestly not sure how long it has been like this, I just noticed that flash based junk was autoplaying and I tried to enable the setting.

The plugins.click_to_play pref only controls if you see an "Ask to Activate" choice for plugins on the Firefox/Tools > Add-ons > Plugins page. You will still have to select this setting for each of the plugins.
