Why can't I enter info into an adobe fillable form?

I am unable to type into a fillable Adobe form. I see a message stating: "This pdf document contains forms. The filling of form fields is not supported. Here is the website:

It doesn't work if you simply open it in a browser tab. When you download it and open in an Adobe window you will be able to click on it and type your information in the spaces provided.
