I cannot send a message - the ribbon with "send" does not appear

I cannot send a message. I can compose one, but there is no "ribbon" to allow me to choose Send

  1. click the 'new message' button'
  2. then, click view>toolbars and tick 'composition toolbar (if menu bar is not visible, press Alt key first)
