Thanks everyone for your help, I Found A solution and my problem solved, I set registry key in HKEY_CLASSES_ROOT\FirefoxHTML\DefaultIcon to C:\Program Files (x86)\Mozilla Firefox\firefox.exe,1

you need to refresh/Rebuild your icon cache .

Did you try to change the icon manually by clicking the currently shown icon in that dialog?
