WinXP SP2 (which includes SP3) has been the minimum Windows OS requirement since Firefox 13.0 and it has not changed for Firefox 28.0 nor any future version yet. When it says XP SP2 in requirements it means that is the minimum Service Pack required for XP to use Firefox.

Are you having issues? or were you thinking WinXP SP3 is not supported because it is not mentioned on list.
