I am trying to create a new file and have it appear under column outbox where my files for emails are listed. Each time a create a new file now it goes above those files under a different heading.

The new folder is going to go under whatever location you have selected and right click when you select NEW FOLDER.

Outbox is under Local folders. Click on Local Folders to highlight it. Right click Local Folders and select New Folder.
