You can use the 32 bit Firefox version with an 64 bit Operating System.
Firefox on Windows only comes as a 32 bit version.

Before I answer, it should be clarified that the people in here are not developers or Mozilla employees. The people that answer questions here are users just like you, volunteering their time.
You can get downloads for different languages at http://www.mozilla.org/firefox/all/
Just download and install the Arabic version version, and your current data (bookmarks, passwords, etc.) should still be there.
