Recently closed windows are still displayed even though I have set the value in browser.sessionstore.max_windows_undo to zero

This worked initially - the 'Recently closed windows' option in the History drop down menu went to light grey and appeared disabled - however now it has gone back to black text and is showing recently closed windows although the integer setting is still set to zero in the config as in my question

Firefox will always show one entry in "Recently Closed Windows" if you close a window, even if the setting is 0.
You need to close all open tabs before closing the window to avoid any entries from showing up in that list.
You can set the pref browser.tabs.closeWindowWithLastTab to false on the about:config page to prevent closing the last tab from closing that window and have the window show up in the list.
You need to use "File > Close Window" or the close X on the title bar to close the window.

If you see more windows in that list then there is a problem with session restore.

In that case delete the sessionstore.js [2] file and possible sessionstore-##.js [3] files with a number and sessionstore.bak in the Firefox Profile Folder.

Deleting sessionstore.js will cause App Tabs and Tab Groups and open and closed (undo) tabs to get lost, so you will have to create them again (make a note or bookmark them).
