I keep getting pop ups even though their turned off, how come?

I used tools to turn off pop ups and still they keep coming from all directions,on top, on the bottom ,etc. Tho one wanting to sell me apps. is driving me crazy PLEASE HELP No problem with internet explorer or chrome but I prefer Firefox.
