This is a new HP laptop with Windows 7 Home premium There is not a firefox world in upper left corner, there is a box that says firefox with a drop down which does not include security settings.

You have version 4.0.1. The Options dialog can be accessed either way --

orange Firefox button > Options > Security tab

Tools menu > Options > Security tab

To display the classic menu bar temporarily, tap the Alt key or press F10. To make that permanent (and replace the orange Firefox button), use View > Toolbars > Menu Bar.
