It is up to the author of the add-on to put the updates on the add-ons site, they may have decided to no longer use the add-ons site.

The author writes on https://addons.mozilla.org/en-US/firefox/addon/bookmark-duplicate-detector/

"Version 1.0.0 which provides support for Firefox 3.5 is pending approval on addons.mozilla.org. Please Editors approve it ;-)"
