The Modify Headers add-on is not part of Firefox but is maintained by someone who wrote it for use with Firefox.
Modify Headers last version is 0.7.1.1 and was released November 30, 2011.

The add-on's author suggests that one should make suggestions or report issues at:
http://modifyheaders.mozdev.org/bugs.html
That version is not compatible with Firefox 3.6.x.
Version 0.7.0.2 is the last that is compatible.
