firefox is running but not responding. how do i uninstall then reinstall ?

When I try to load mozilla firefox from my desktop I get a message saying that firefox is running but not responding and suggests that I close that program . other advice was to uninstall firefox ,then reinstall. however, I try to close or uninstall and keep getting the same message. There are many simple or,outdated,or expensive solutions listed on google. Is there a current simple solution which takes me out of this maddening loop ?
