Bookmarks saved but not showing up in menu

I have saved many bookmarks but the new ones have not been showing up in the drop down menu. When I bookmark a new page (command+D) all the bookmarks show up. They also show up when I export the library (see link). But when I open my library (also see link) or use the bookmarks tool bar they don't show up. What gives? The only way I can access my bookmarks are to export them from the library. I have already checked that I don't have a problematic extension or another profile.
