How do I delete my master password and start over from scratch without knowing my master password?

If you mean to delete all your saved passwords and delete your current master Password you can.
To reset your Master password, follow these steps:
1. Type chrome://pippki/content/resetpassword.xul into the Location bar or address bar and press ENTER 2. Click the Reset button on the webpage and your password will be reset.
WARNING: It will erase all of your current passwords.

If the passwords are encrypted, why do you need a master password? You're saying online no-good doers can snatch your passwords?
