Stale croatian dictionary and further action request

I have a few questions if you'd be willing to answer.
There have been some changes and new additions to the croatian dictionary (https://github.com/krunose/hunspell-hr) and as such, the Firefox dictionary could be updated.
Can you confirm that the dictionaries and language packs are separate additions and that the dictionaries are used for spellchecking? https://addons.mozilla.org/en-US/firefox/language-tools/
When is the spellcheck dictionary installed, only when the user installs it or when the user installs a language pack?
In addition, the croatian dictionary has not been active for the past eight years. The relation of langpacks, dictionaries, pre–built and added from extensions has been recently explained e.g. in support.mozilla.org/questions/1601814
The spelling dictionary that ships with Croatian localized installer, as of this year, according to vanilla.pascalc.net/dictionaries and bugzilla.mozilla.org/2041294 is indeed github.com/krunose/hunspell-hr/ already since few versions ago.
(In your case perhaps the caveat is Linux, where langpacks and dictionaries in package managers are handled differently than the Mozilla–official builds, so you might need to investigate the situation pertinent to your package manager separately.)
For those adding that locale individually later in settings, the dictionary is not included in that langpack, and they need to get it separately (e.g. from addons.m.o). If the only published addon there doesn't provide current dictionary content and the author is unresponsive, I suggest publishing own, newer addon — dictionary addons are not "exclusive", nobody "owns" a language for their country or region — having just one is good for consistency and avoiding confusion, however if one's getting stale there's nothing prohibiting the maintainer of the fork to actually publish their own addon version.

It says on top of https://addons.mozilla.org/en-US/firefox/language-tools/ what the separate Dictionaries and Language Packs are used for.
Installing a dictionary add-on will add a new language option to your spell-checker, which checks your spelling as you type in Firefox. Language packs change your browser's interface language, including menu options and settings.
Language Packs are a way to have one Firefox install but be able to switch the language of the UI like the menus and such between two or more languages instead of having two or more Firefox installs. They have no impact on the inline spell checker in Firefox.

Only if you use the package builds and not the official tarball Linux builds from Mozilla from say https://www.firefox.com/download/all/
