How do I ask a question on the german support site?

On one hand, I could respond that you compose the question in German... :) but I presume you are asking the URL of the German forum. That is here: https://www.thunderbird-mail.de/forum/ Sorry for the poor humor... :)
If I click on Stelle eine Frage I see
Da forum https://chat.mozilla.org/#/room/#firefox.de:mozilla.org fragt um "Bestätigung eines anderen Device". KA was damit gemeint ist.
