Despite finding a search result for how to import bookmarks to firefox, I am unable to locate a menu on my Chromebook my Android device or my iPad which lets me locate and import bookmarks

I believe you can't import bookmarks directly on Android. See Import bookmarks to Firefox for Android for more details.
