Thunderbird not saving open windows in session.json

If I have a number of tabs open in my main Thunderbird window and also a few messages open in their own windows, I just down Thunderbird cleanly, and then I restart, I get the main window with all of the tabs, but I do not get any of the open windows to reopen. I deleted my session.json in case it was corrupt. But I verified that, when I close Thunderbird, it creates a new session.json that only contains information for the main window, and not the additional windows. How do I get Thunderbird to store my ENTIRE session, including all the open windows, in session.json?

I can be wrong but tabs will be restored but separate windows not, this is expected behavior. if you open a email in tab it will be restored after a restart of thunderbird.

You may be right. I've googled for the answer but there are so many different versions of Thunderbird, that the answers conflict with each other. I thought perhaps in more recent versions, it was supposed to remember open windows, in addition to open tabs. But maybe that's not the case. If it's not the case, it would sure be a useful feature to add.
