Hi Dana, cookie restrictions are implemented through Tracking Protection, as well as a separate "Manage Exceptions" button on the Settings/Preferences page. As a starting point, while you are on a bank page, click the shield icon at the left end of the address bar (next to the lock). On the drop-down, click the blue slider switch to disable protection. Repeat on the bank's other servers as you encounter them.
