Right click on toolbar -> Bookmarks Toolbar -> Only show on New Tab or Always show.

If you are talking about Shortcuts, make sure both "Homepage and new windows" and "New tabs" are set to Firefox Home in about:preferences#home. You should also make sure Shortcuts are enabled by clicking the settings icon at the bottom right of a new tab.
