Menu brightness changes depending on what is displayed in the content area

When I'm looking at a webpage, if there is a lot of dark pixels, the menu dims to a dull gray, and if it's mostly white it brightens to white.

This is EXTREMELY DISTRACTING and I want to turn it off. But I can't find a setting to disable this useless and annoying "feature".

How do I turn this off? Seems to be a new addition.
