I want to start a reply at the top of the thread not the bottom. All help that I have found refers me to "settings - composition - automatic quote" I have no such thing as automatic quote (V15.7.0) in my settings.

How do I change the location of my reply from bottom of thread to the top?

Check in account settings and then look at composition&settings pane.
