Where did you find that unusual frame rate?
It looks like the value of media.navigator.video.default_fps is read into an integer variable, so any decimal point and following digits would be ignored or rounded off anyway, even if you could force it into that preference.

You just got to it present slower to make it beyond integer. God will be happier if it's beyond interger. But it must be present and slower. If you become good you become holy. Body to blood. Cameras and mirrors don't work because it can't reflect of what they are conveying because it's too holy. So you don't have to worry it just it must be present and slower.
There's no math only speed. the zero's and 1.
