I would like Firefox to remember a password for a site that I have previously declined. I have to enter the pwd manually every time. I am using Firefox 115.0.3

Open Passwords from the 3 bar menu or by entering about:logins in the address bar. At the top of the left panel, there is a + symbol. Clicking that enables you to add a new login manually.

See also "Create New Login".

You can remove the block exception via the Settings page.
