Firefox scrolling in Windows 10 Pro is acting strange. It jumps up and down, sometimes several screens at once.

The scrolling feature is acting peculiar, and annoying. Sometimes it will jump from the top of a page to the bottom, even though I've only used the mouse wheel very slightly. If I use the scroll bar at the side, it's more reasonable. How can I get the older, well-mannered behavior back? It happens in Facebook, but it's also happening on this support page! So it isn't specific to Facebook only.
