My TB email has stopped.
My TB email has stopped sending and recieving emails but using the Windows Mail programme is OK. An error message came up with Switch Off STARTTLS on smpt-mail.coutlook.com. I did this but no change.

You shouldn't switch off STARTTLS for the outgoing server. Do you actually have smpt-mail.outlook.com, or is that a typo (should be smtp...)?
The correct settings for outlook.com are: incoming outlook.office365.com on 993 (IMAP) or 995 (POP), SSL/TLS, normal password, User Name = email address; smtp.office365.com on 587, STARTTLS, normal password, User Name = email address.
Use an app password if two-step verification is set for the account.
