I installed version 91.1.2 of Thunderbird. When I open a message that has text longer than the window size, there is no scroll bar to see the rest of the message. Only if I hit the up or down arrows does the scroll bar appear, briefly.

I'm on macOS Big Sur version 11.6

I set "Show scroll bars" to "Always" but it had no immediate effect. I quit TB and restarted, and now it works. Thanks for the tip. David

I am having the same issue with TB 91.1.2, though I am using High Sierra. However, using your hint about the up/down arrows, I clicked on one of the arrows and the scroll bar appeared. While still holding the arrow, I clicked on the scroll bar and it stayed even after I let go of the arrow. I was able to use the scroll bar normally, though a a couple of seconds after I let go it disappeared again. This certainly isn't a permanent resolution, but it is a easy workaround until this bug is resolved.

just a curiosity from my perspective but does

Click the Apple menu at the top-left of the screen.
   Select System Preferences.
   Select General.
Under Show scroll bars, choose Always.

Do anything with this?

Edit to add... restart Thunderbird as a last step.

In checking the scroll setting in preferences, I see that mine is set on "Automatically based on mouse or trackpad". But just as mysteriously as this problem appeared, it has now disappeared and is functioning perfectly. I'll leave the scroll setting as is for now.

Even though I have a solution it would be nice if TB behaved properly when "Automatically based on mouse or trackpad" is selected.
