Maybe this site on the help forum answers your questions regarding location and jurisdiction? You will be able to contact the respective department as well if needed: "Where is Mozilla" : https://www.mozilla.org/en-US/contact/

Regarding your question about our servers, we use Mullvad. On this website you will be able to see which servers you can connect to and what locations: https://mullvad.net/en/servers/ Please make sure to filter for "Wireguard" only under "Server Type" to see the correct servers we have available.
