Container tab moved out of container on restart

This was working perfectly on my old PC, but recently I built a new one and logged into Firefox and it pulled down my extensions and what not..

What I am running into, is when I close Firefox and open it back up my tabs that were in containers do re-open but they are no longer in their respective container. I have to right click the tab and select "re-open in..." to get it back in the correct container.

I have tried restarting with add-ons disabled and it has the same result. Has anyone else experienced this?
