Why is "New Folder" dimmed?

When I right-click on an account, one of the options is "New Folder...", but it's grayed out. Why? I want to make a new IMAP folder. (Version 78.5.1 on macOS 11.1.)

Never mind, I got it to work, except that the new folder shows up as a subfolder of Inbox instead of as a top level item.
