All Firefox downloads come up as "File Missing or Moved"

For the last few weeks, every time I try to download a file, doesn't matter the format, if I chose "open with", it acts like it downloads. However, when you check the downloads, it just reads {filename} - File moved or missing. And it doesn't show up in my downloads folder.

If i select the option to save it first, then i get the downloaded file and can open it.

I've uninstalled Firefox multiple times, reinstalled, tested with both the normal public installer and the enterprise msi installer. I run no extensions or plugins beyond what's there by default. I've deleted the default profile, created a new profile. Tested in safe mode.

Though i can still get what i need, it's a little cumbersome when i have to download a bunch of default reports or files with generic names and clutter my downloads folder.

Ok. Got it. Somehow, my permissions got removed from that folder. Resolved now.

If you use "open with" to open the file in a specific external application then the file will be saved to the Windows temp folder. This also happens if you would choose "Open in Firefox" for PDF files. Files in the temp folder are never guaranteed to last, so you would have to save them explicitly in that application in a different folder if you intend to keep them. Otherwise you will likely lose this file once you close that application.
