Thunderbird 78.5.1 breaks compatibility with University of Toronto email (utoronto.ca)

I've been using thunderbird for years but the recent upgrade to 78 has broken compatibility.
I previously used pop3 / imap servers and testing with other programs (notably outlook/windows mail) shows that the IMAP settings and servers are at least still working.
HOWEVER, the smtp out server does not work. Same settings as punched into outlook. Just don't work in outlook.
I've tried changing the config to enable ttl 1
security.tls.version.min = 1 security.tls.version.enable-deprecated = true
but that hasn't helped.
I have many emails archived in thunderbird; but ideally would like to continue to use it.
Still hoping that a future bugfix/release will fix things. But I've looked at the forums and can't find any other solutions. It seems that this release has done something bad with compatiblity with older mail servers.
Hoping the community have suggestions

The outgoing server is smtp.utoronto.ca on port 587, STARTTLS security, authentication = normal password, User Name = UTORid. This should be the same for POP or IMAP accounts.

What is the antivirus, and what are its settings for scanning mail and secure connections?
Bitdefender.
But i don't think that's it as it times out on trying to connect to the server to smtp email out
I can still pull down messages using the default/previous pop3 settings
i just can't send out
i get the error

- I apologize to the moderators for spamming replies, I didn't realize replies are moderated.
I have solved this after going through hoops to forward to gmail/setting up new accounts/outlook, etc...
I don't know which of the steps worked; but it works again now. This is specifically for legacy utormail accounts at the University of Toronto.
1) I enabled prior security levels under thunderbird config. security.tls.version.min = 1 security.tls.version.enable-deprecated = true
2) The pop3 accounts were still working with previous configuration.
3) The smtp outgoing account was updated from ssl/tls (POP3 outgoing?) to STARTTLS (which was previously used for IMAP out).
Anyways, everything seems to be working for now.
