How do I disable "override keyboard shortcuts" by default?

This question was already asked [this thread] but the solution doesn't work for me.

In about:config, no matter what value I give to permissions.default.shortcuts, sites are still able to intercept my keyboard shortcuts (eg Ctrl+f).

I can disable it for individual sites, using Page Info > Permissions, but I'd like this turned off across the board because I find it creepy when sites mess with my controls.
