I don't know when Mozilla VPN will become available in other countries. There is a waiting list sign up button on that page if you want to add your name. I think you could subscribe to a different product for now.

Maybe the problem is the limited roll-out so far:
We currently offer Mozilla VPN in the US, the UK, Canada, New Zealand, Singapore and Malaysia.
