Weblinks in email result in installation process

I receive an email which is called an e bulletin and within that email are links to further reading. When I click on a link I expect it to open a webpage in a browser, however, I get a dialogue box which leads to some kind of mozzila installation routine. If I follow this, it results in a PC restart but when i come back to the email following restart, the same thing happens
