Apps still show original location with VPN on?

Based in US. Was in Mexico this week, and used the VPN alot and connected to Dallas and Denver fine, but several apps still detected i was connecting from Mexico and blocked access (YouTube TV in particular). I forced quit and logged out/in, but same.

Is this correct behavior? I was under impression if I connected via Dallas apps would see that as my region.
