Is there a version of Thunderbird I can download that lets me use importexport tools to import windows live mail emails? It apparently must allow import from a file.

The add-on has a new developer, who took it over with the blessing of the prior author. He is diligently working on an updated version, but it is not yet available.

You don't need an add-on to import WLM eml files. Drag them from an Explorer folder and drop them onto a subfolder of Local Folders in TB. Works in all Windows versions of TB.
