Is there a way to use a keyboard shortcut to access "Logins & passwords"?

There's not currently a shortcut for that.

Something you should do is save the about:logins page as bookmark. Then you could use an add-on like Shortkeys to set a custom keyboard shortcut that will open that bookmark in a new tab.
